Construction Supervision in Bangladesh
Construction supervision in Bangladesh is independent engineering oversight of a building project while it is being built. A supervising engineer checks that foundations, concrete, reinforcement, steelwork and services match the approved drawings and BNBC 2020, inspects work before each pour, reviews test results, and reports progress and defects to the owner.
Construction supervision in Bangladesh protects the owner's money and the building's safety at the stage where most defects are created: on site, between the drawing and the finished structure. TOTO POWER Engineering has been an engineering consultancy since 2011 and is enlisted with the Department of Inspection for Factories and Establishments (DIFE). Our engineers supervise residential, commercial and factory projects from our Dhaka and Chittagong offices, acting for the owner rather than the contractor.

What is construction supervision?
Construction supervision is the independent technical control of building work. The supervising engineer does not build anything; the job is to verify that what the contractor builds is what the engineer of record designed, using the specified materials, at the right quality, and in a safe sequence. Problems that are caught before concrete is poured cost a few hours to fix. The same problems found after the frame is complete can cost months, or leave a building that never meets its design capacity.
In Bangladesh, the most common construction defects we see in later structural safety assessments are low concrete strength, insufficient or misplaced reinforcement, inadequate concrete cover, honeycombing, and columns or beams built to different sizes than the drawings show. Almost all of them could have been stopped by a supervising engineer at the right hold point.
Who needs construction supervision?
- Factory owners building or extending RMG, textile and industrial units, where the structure must later pass DIFE and buyer safety assessments.
- Landowners and developers of apartment buildings who want independent proof that the contractor is building to the approved RAJUK or local authority drawings.
- Owners adding floors to an existing building, where the new work must match the strengthening and load limits set by the structural engineer.
- Institutions and lenders that release payments in stages and need certified progress and quality reports before each instalment.
What does our construction supervision service cover?
The scope is agreed before work starts and can be full-time (an engineer on site every working day), part-time, or limited to critical hold points. A typical scope covers:
Foundation and substructure
Setting-out checks, excavation levels, pile installation records, and witnessing of the pile integrity test and pile load test where piles are used. We confirm that the foundation matches the design assumptions from the soil test report.
Reinforcement and formwork inspection
Before every pour, the engineer checks bar diameter, number, spacing, laps, anchorage, stirrup spacing and cover blocks against the structural drawings, and checks that the formwork is true to size, braced and clean. Nothing is poured until the checklist is signed.
Concrete quality control
We review mix design, witness slump tests and the casting of test cylinders or cubes, check placing and compaction, and monitor curing. Where results are doubtful, we can verify in-place strength with a rebound hammer test, UPV test or core test.
Steel structure and services
For steel buildings we check member sizes, bolt and weld quality, and erection alignment. We also check that electrical, fire protection and lightning protection works are installed as designed, so the building does not fail its first electrical or fire safety audit.

How is construction supervision carried out?
- Document review. We study the approved architectural, structural and services drawings, the specification and the contract programme, and list the hold points.
- Inspection and test plan. We agree with the owner and contractor which activities need an inspection, which tests are witnessed and how much notice is given.
- Site inspections. Engineers inspect each hold point, record results on checklists and photograph the work.
- Non-conformance control. Any defect is logged, communicated in writing and re-inspected after correction.
- Progress reporting. The owner receives regular reports on progress, quality and safety, with issues that need a decision highlighted.
- Handover. We carry out a final inspection, prepare a snag list and compile the quality records into a handover file.
What you receive
- An inspection and test plan for the project
- Signed checklists for reinforcement, formwork and concrete pours
- Site photographs and daily or weekly site reports
- A non-conformance and defects register with close-out records
- Material and laboratory test records
- Monthly progress and quality summaries for the owner
- A handover quality dossier
Construction supervision options compared
| Option | Engineer on site | Best suited to |
|---|---|---|
| Full-time supervision | Every working day | Factories, high-rise and fast-track projects |
| Part-time supervision | Agreed days each week plus all pours | Mid-size residential and commercial buildings |
| Hold-point inspection | Only at critical stages | Small buildings, extensions and added floors |
Which standards apply?
Building work in Bangladesh is governed by the Bangladesh National Building Code (BNBC) 2020, together with the planning and approval conditions of the relevant authority. For factories, the Bangladesh Labour Act and Rules and the DIFE inspection regime also apply once the building is in use. Our supervision checks the work against the approved drawings and specification, which should themselves comply with BNBC 2020. Where the specification cites a test standard, we follow that standard when witnessing the test.
What does construction supervision cost in Bangladesh?
There is no fixed price, because the work depends on the project. The main cost factors are the floor area and number of storeys, the construction programme, whether supervision is full-time, part-time or hold-point only, the number of tests to be witnessed, and the site location. We visit, review your drawings and send a written quotation, so you know the cost before you commit.
Why choose TOTO POWER Engineering?
We bring structural design, testing and safety assessment under one roof. The engineer who supervises your site can call on our structural design team when a query arises, and on our QA/QC and testing teams when a result needs checking. If you also need a contractor, see our construction company service. Where one firm both builds and supervises, ask how the supervising engineers are kept independent of the site team, so the quality checks stay objective.
