Electrical Wiring Certificate in Bangladesh
An electrical wiring certificate in Bangladesh is a report on the condition of the wiring in an existing building. An engineer inspects the cables, boards and accessories and tests insulation resistance, polarity, earthing continuity and RCD operation, then certifies whether the installation is safe for continued use or lists the defects that must be fixed.
An electrical wiring certificate in Bangladesh shows that the wiring in a building that is already in use has been checked and is in safe condition. Wiring deteriorates quietly: insulation dries and cracks, connections loosen, loads grow beyond what the cables were sized for and earthing connections corrode. Many electrical fires in factories and homes start in wiring that looked fine from outside. TOTO POWER Engineering, a DIFE-enlisted engineering consultancy working since 2011, inspects and tests existing installations and certifies their condition for factories, commercial buildings and homes.

What is an electrical wiring certificate?
It is a condition report on an existing electrical installation, based on a periodic inspection and test. It confirms that the electrical system is in good order and meets safety requirements, or identifies where it does not. Unlike a certificate for new work, it looks at how the installation has aged and how it is being used today: added loads, undocumented alterations, damaged cables, and protective devices that no longer suit the circuits they protect.
Who needs a wiring certificate?
- Factories preparing for DIFE inspections or buyer electrical safety audits.
- Owners of older buildings, or buildings with frequent tripping or overheating.
- Buyers, sellers and tenants who want evidence of the wiring's condition.
- Insurers and lenders assessing fire risk.
- Buildings after a fire, flood or major overload incident.
What is checked during the periodic inspection?
Cable condition
We check cables for cracked, brittle, heat-discoloured or rodent-damaged insulation, undersized cables carrying added loads, poor joints, missing glands, unsupported runs and cables exposed to mechanical damage, water or chemicals. Thermal imaging can be added to find overheated connections under load.
Boards and protective devices
Distribution boards are examined for loose terminations, overheating, missing covers and labelling, and for circuit breakers whose ratings do not match the cable sizes.
Accessories and equipment
Sockets, switches, isolators and fixed equipment connections are checked for damage, overheating and correct installation.
Which tests are carried out?
- Insulation resistance: measures the health of the insulation between conductors and to earth; see our cable insulation resistance test for details.
- Polarity: confirms that switches and protective devices are in the phase conductor and that sockets are wired correctly.
- Earthing continuity: checks that protective conductors and bonding are continuous back to the main earthing terminal.
- Earth fault loop impedance: confirms that protective devices will disconnect quickly enough if a fault occurs.
- RCD tests: checks that residual current devices trip within the required time when tested.
- Earth electrode resistance: measures the earth pits where the installation has its own earth electrodes.
| Certificate | Covers | When |
|---|---|---|
| Electrical installation certificate | New installations, extensions and alterations | At completion, before use |
| Electrical wiring certificate | Condition of an existing installation | Periodically during the building's life |
For new or altered installations, see our electrical installation certificate.
Which standards apply?
Periodic inspection and testing follow the verification principles of IEC 60364, the international standard for low-voltage installations, and the electrical requirements of BNBC 2020. For factories, the Bangladesh Labour Act 2006 and Bangladesh Labour Rules 2015 set the duty to keep electrical installations safe. The report states which references were used.
What you receive
- An electrical wiring certificate (condition report) signed by the inspecting engineer.
- A schedule of test results with measured values for each circuit tested.
- Defects classified by urgency, with photographs and recommendations.
- A re-test record after defects are corrected.
- A recommended date for the next periodic inspection.
Repairs and upgrades
Where defects need fixing or the wiring needs replacing, our electrical installation company service can carry out the work, after which the circuits are re-tested and certified.
